LOCK

It is an acronym that no one knows the actual meaning of, and in many ways, an organization people know even less about. There are more rumors and theories about this mysterious organization than there are actual facts, and it's hard to decide which is which. The only definites are that LOCK has its own radio station that somehow knows information on recent criminal activity, who is guilty of it, and their last known, if not current location. This information is broadcast in organized reports intended to incite bounty hunters or, occasionally, vigilantes to action. LOCK has what is known as a 'check-in station' in every major area of Los Angeles, sometimes even two or three for vaster areas like the Flatlands, Sunset Boulevard or Bay Dock. At these check-in stations, a bounty hunter can bring in a piece of proof that they have completed a capture or other task broadcast on the radio and exchange it for a reward. If they want, they may also bring it into LOCK radio tower in the vast nothingness of the Flatlands, itself. LOCK radio also boasts a one-of-a-kind establishment in L.A. - toward the Southern end of Sunset Boulevard, on the way to the Sanctuary, there is a large penitentiary used for housing those that are caught alive, which is a rare occasion indeed. It is still common enough that the prison is overcrowded, and it is not uncommon for prisoners to kill each other to make more room. The actual rumors involving the organization are far too many to exist, but connections to something larger on the mainland, as well as underground ties to other positions of power in L.A. itself run rampant, far too rampant to all be just rumors.
