Working in conjunction with both Sunset Boulevard, Bay Dock and LOCK itself, the Los Angeles Factory Coalition oversees all activity in the Factory District, as well as the other factories littering the island. Deciding how much of each processed item is needed in relation to where it will be shipped, estimated cost of manufacturing, labor and actual sales price, and making sure everything is maintained and functioning properly in the factories themselves. There seems to be no underhanded connections within the coalition itself, although the people and organizations that it gives products to have enough of those to warp the uses of the factories by themselves.
